Oando's Refining Division is currently evaluating a number of options for entry into the petroleum products refining sector, notably:

1) Development of a greenfield refinery in the Lekki Export Processing Zone (EPZ); and
2) Acquisition of a significant stake in a medium sized refinery in West Africa.

For both the acquisition and new build options, Oando’s target is for a facility of moderate to high complexity.

For the new build, Oando envisages a refinery of at least 180,000 BPSD in size, most likely having a residue fluid catalytic cracker (RFCC) unit in order to maximise gasoline production. The refinery will be designed to process a range of available crude oils from Nigeria including production from Oando’s own fields (refer Oando Exploration & Production). Items being addressed presently are:

1) Refinery Configuration: identification of the general configuration and technology requirements of the refinery, including the size of all proposed upgrading units, as well as utility requirements. The objective of this is to identify a suitable configuration that maximises the production of light fuels and minimises gas oil and fuel oil production.
2) Site Selection: Final selection of refinery site taking full account of environmental issues and access to deepwater for shipping.
3) Logisitcs:

a. Identification of the extent of port facilities required, including an optimal number of jetties and berths to facilitate refinery operations.
b. Also, identification of other terminal requirements e.g. truck loading facilities for road despatch of products.
